Carla L. Thompson

Environmental Planning Manager
Ms. Thompson has over 25 years of professional experience related to land use and planning law, natural resources management, environmental compliance, and project management.  She has continued her professional development through completion of specialized courses in CEQA and NEPA regulatory requirements and federal and State regulations pertaining to environmental impact analysis (e.g., air quality, biological resources, greenhouse gas emissions, hydrology and water quality, water supply, wildfire, etc.).

Ms. Thompson has managed and authored CEQA and NEPA documents for a wide range of public and private sector development projects.  She has also managed preparation of various technical studies including cultural resources inventories, biological resources reports, aquatic resources delineations, and air quality/ greenhouse gas analyses.  She has extensive experience ensuring compliance with the requirements of various funding agencies and programs, including the Department of Housing and Urban Development Community Development Block Grant (CDBG) program, the U.S. Department of Agriculture Rural Development funding program, and the State Water Board’s Clean Water and Drinking Water State Revolving Fund programs, and various State funding programs.

Her experience with long-range planning projects includes preparing environmental documentation for general plan updates, housing elements, and facility master plans.  Previously, Ms. Thompson was the Development Services Director for the City of Shasta Lake and oversaw the Planning, Building and Code Enforcement Divisions for the City.
