Are You Ready for El Niño? Catalyst Environmental Solutions Is Prepared to Support California Infrastructure Project.

Statewide support from storm preparedness through emergency response

On September 21, 2026, the State of California issued a State of Emergency proclamation directing agencies to prepare now for what is expected to be a record 2026-2027 El Niño event. The order fast-tracks permitting for the preparatory work needed to protect critical infrastructure, including bridges, flood control channels, roadways, and streambanks.

That head start matters. But even with careful planning, El Niño storms can bring heavy rainfall, flooding, debris flows, and coastal storm surge that damage infrastructure and call for immediate emergency action. When that happens, project owners and agencies need partners who can move quickly while keeping work in compliance with state and federal environmental requirements.

With teams in both Northern and Southern California, Catalyst Environmental Solutions (CES) can mobilize rapidly across the state. Drawing on our extensive experience in environmental permitting, planning, and compliance, we are ready to support your needs before, during, and after the storms.

How CES Can Help

Emergency Environmental Permitting Support
Emergency repairs can't wait, but they still need the right authorizations. CES has significant experience obtaining emergency authorizations from agencies including the U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, Regional Water Quality Control Boards, and the California Coastal Commission. We help critical repairs move forward without compliance setbacks.

Endangered Species Assessments and Compliance
Storm response work often takes place in or near sensitive habitat. Our biologists hold Section 10(a)(1)(A) permits for federally listed species and have strong working relationships with regulatory agency staff. That lets us respond quickly to a project's biological resource needs and coordinate with agencies so your work meets state and federal endangered species requirements. Our biologists are regularly approved as qualified biologists to survey for, rescue, and relocate listed species.

Spill Response and Management
Flooding and landslides can cause releases of oil, chemicals, and other hazardous materials. Our team has extensive experience in both spill response planning and on-the-ground implementation. We can:
  • Mobilize rapidly
  • Integrate into the Incident Command System framework
  • Assess and characterize impacts, including Natural Resource Damage Assessment
  • Coordinate with regulatory agencies
  • Prepare required documentation and reports
Stormwater Planning and Management
Intense rainfall can overwhelm drainage systems and carry sediment and pollutants into waterways. CES helps clients prepare and update Stormwater Pollution Prevention Plans (SWPPPs), install and inspect best management practices, conduct sampling and monitoring, and stay compliant with Construction and Industrial General Permit requirements before, during, and after storm events. Emergency permits may also require water quality monitoring during work in or near waterways, and our staff have the equipment to mobilize quickly for that work.

Unmanned Aerial Vehicle (UAV) Services
Our UAV program is built to be nimble, getting drones in the air over project sites within minutes, not hours. Our FAA-certified pilots know that timing is critical, and we deliver high-quality imagery with fast, easy processing. We offer on-demand data collection as a stand-alone service or alongside our other services. Drone imagery is especially valuable for documenting current site conditions where access on foot is difficult or unsafe.

Prepare Now, Respond Faster Later
Planning ahead means faster, smarter action when storms hit. Whether you need help getting preparatory work permitted under the State of Emergency or want a team ready to respond when damage occurs, CES is here to help. Contact our Northern or Southern California team today.
